Meta Appoints OpenAI Veteran Shengjia Zhao as Chief Scientist of AI Superintelligence Labs

In a significant move to accelerate its ambitions in artificial intelligence, Meta CEO Mark Zuckerberg announced on Friday, July 25, 2025, the appointment of Shengjia Zhao as the Chief Scientist of Meta Superintelligence Labs (MSL). Zhao, a distinguished former researcher at OpenAI, is set to lead the research efforts at Meta’s newly formed AI unit, signaling a robust push into frontier AI development.

Zhao’s appointment was shared by Zuckerberg in a post on Threads, where he lauded Zhao’s foundational role in the lab’s inception. “Shengjia co-founded the new lab and has been our lead scientist from day one. Now that our recruiting is going well and our team is coming together, we have decided to formalize his leadership role,” Zuckerberg stated. Zhao will report to Alexandr Wang, the former CEO of Scale AI, who was recently brought in to head MSL. Wang, whose background is primarily in business leadership rather than research, will be complemented by Zhao’s deep scientific expertise, creating a formidable leadership duo for the new lab, as reported by TechCrunch.

Shengjia Zhao brings an impressive track record from his tenure at OpenAI, where he was instrumental in several groundbreaking advancements. His contributions include work on large language models such as ChatGPT and GPT-4, as well as OpenAI’s pioneering AI reasoning model, o1. Zuckerberg specifically highlighted Zhao’s development of a “new scaling paradigm,” likely referencing his work on o1, where he is listed as a foundational contributor alongside OpenAI co-founder Ilya Sutskever. This expertise in reasoning models is particularly crucial for MSL, as Meta currently lacks a direct competitor to o1, making it a key area of focus for the new unit. Zhao’s extensive publication record, including papers on GPT-4 and o1, is publicly available on platforms like Google Scholar and OpenReview, underscoring his significant contributions to the field.

Meta’s commitment to staffing MSL with top-tier talent is evident in its aggressive recruitment strategy. The company has reportedly hired numerous high-level researchers from leading AI organizations, including OpenAI, Google DeepMind, Safe Superintelligence, Apple, and Anthropic. Additionally, Meta has drawn talent from its existing Fundamental AI Research (FAIR) lab and generative AI unit. Zuckerberg himself has been actively involved in the recruitment drive, sending personal emails to prospective candidates and even inviting them to his Lake Tahoe estate. Reports indicate that Meta has offered some researchers lucrative eight- and nine-figure compensation packages, some with “exploding offers” designed to incentivize quick decisions.

Beyond human capital, Meta is also making substantial investments in its computing infrastructure to support MSL’s ambitious goals. By 2026, Zhao and his team are expected to have access to Prometheus, Meta’s colossal 1-gigawatt cloud computing cluster located in Ohio. This immense power capacity, sufficient to energize over 750,000 homes, will enable MSL to conduct the massive training runs necessary for developing competitive frontier AI models. This infrastructure investment positions Meta as one of the first technology companies with an AI training cluster of such unprecedented scale.

With Zhao’s appointment, Meta now boasts two chief AI scientists, with Yann LeCun continuing to lead the FAIR lab. While MSL is geared towards achieving AI superintelligence, FAIR focuses on long-term, foundational AI research, exploring techniques that may materialize five to ten years down the line. The precise synergy and operational dynamics between Meta’s three distinct AI units—MSL, FAIR, and the generative AI unit—remain to be fully defined. Nevertheless, the addition of Shengjia Zhao to its leadership ranks significantly strengthens Meta’s competitive standing in the global AI race, positioning it as a formidable contender against industry giants like OpenAI and Google.
