Tragedy Unfolds at Dallas Federal Facility
A tranquil Wednesday morning in Dallas was shattered on September 24, 2025, when a gunman opened fire on a U.S. Immigration and Customs Enforcement (ICE) field office, resulting in the death of one detainee and critically injuring two others. The shooter, identified by authorities as 29-year-old Joshua Jahn of Fairview, Texas, was later found deceased on a nearby rooftop from a self-inflicted gunshot wound. No law enforcement personnel were injured in the attack.
The incident began around 6:40 a.m. when Jahn, positioned on the roof of an adjacent building, fired a high-powered rifle at the ICE facility. The shots struck a transport van located in the building’s secure sally port, hitting three detainees who were awaiting transfer. The Department of Homeland Security confirmed the casualties, marking a tragic outcome to what investigators are calling a meticulously planned act of targeted violence.
A Motive of ‘Terror’ Revealed
As the investigation unfolds, a chilling portrait of the shooter’s motives has emerged from evidence collected at the scene and from his residence. FBI officials revealed that unused ammunition recovered near Jahn had the phrase “ANTI-ICE” written on it. A more extensive search of his home uncovered a collection of handwritten notes that detailed his intentions.
According to Nancy Larson, the acting U.S. Attorney for the Northern District of Texas, Jahn’s writings expressed a deep-seated hatred for the federal government and ICE. In one note, he allegedly wrote, “I want to cause terror,” and hoped his actions would make agents think, “is there a sniper with AP rounds on that roof?” Jahn described ICE employees as “people showing up to collect a dirty paycheck” and their work as “human trafficking.”
Investigators believe Jahn acted alone, a fact he seemingly confirmed in a note stating, “Yes, it was just me.” The evidence suggests his primary goal was to inflict “maximum lethality against ICE personnel” and cause property damage, with officials stating it appears he did not intend to harm the detainees. In another note, Jahn challenged investigators with the message, “Good luck with the digital footprint,” suggesting he attempted to erase evidence from his devices.
The Victims Identified
While authorities have not officially released the names of the victims, a source familiar with the matter identified them as:
- Miguel Angel Garcia-Hernandez of Mexico, who was shot multiple times and remains on life support. His family described him as a painter, a father with another child on the way, and the sole provider for his family.
- Jose Andres Bordones-Molina of Venezuela.
- Norlan Guzman-Fuentes.
The tragic irony, as noted by Larson, is that the gunman’s plot to target federal agents resulted in the death and injury of the very detainees whose plight is often at the center of immigration debates.
A Pattern of Threats
The shooting is the latest and most violent in a series of recent attacks on immigration facilities in Texas. The FBI is now working to restore Jahn’s digital footprint to determine the full scope of his radicalization and confirm he had no accomplices.
